Cyber Crime and Cyber Security in India: Special Reference to Cyber Crimes against Women and Children

Abstract
The expansion of digital life in India has converted communication, banking, education and intimacy into networked activities. It has also created a difficult field of gendered and child-directed harm: cyber-stalking, morphing, identity theft, sextortion, grooming, circulation of intimate images and child sexual abuse material. This paper examines cyber crime and cyber security in India with special reference to women and children in 2023. It argues that Indian cyber law cannot be read only as a technology statute; it is also a constitutional and criminal-law project concerned with dignity, privacy, bodily integrity and procedural fairness. The paper evaluates the Information Technology Act, 2000, the IPC/POCSO framework applicable in 2023, the evidentiary rules for electronic records, institutional initiatives such as I4C and the National Cyber Crime Reporting Portal, and the reforms necessary for victim-centric cyber security.
